Looking PHP developer for simple php script creation

I need a script that runs and pulls in a site into a local environment on a Windows machine. When the person executes the script it'll prompt them for the site name and then set up that site. Part of the process is being able to replace text within a file. I've attached a text file of the steps it takes. In the script every instance of SITE_NAME should use the site name that the user enters.
