redesign existing app with web site

Web and App description Hi! I'm looking for an experienced freelancer to redesign an existing app written in android and web site use CodeIgniter , with an accompanying website. Current web and app functions In the current web site users create account choose to become sellers or buyers or none of the 2 choices they can brows as they wish Sellers can post ads now for free later by payments plans. The ads auto listed address and it can be auditable if users choose to do so. The free ads last for one month and get deleted but now stay longer this controlled by admin from backend. The web send notification to mobile devices and other users in the notification areas. Users can choose more than one interest to be notified about it. 2 payments gate way already integrated into the web site. The main features I like the web and the app provide. Make the front page like amazon the web offer people can post their ads and sell direct or use our payment gateways. Also list in the front-page winners of contest last contests presented by sellers or any users. Show latest disposable offers in the front-page people who are willing to get red of the items by dirt sheep prices. In the app some games offered by the admin for people to participate within certain areas and get points those points can be calculated as value of dollars and it gets it value increased by the value of 20% income made from the site as the 20% increased then the value of this point gets higher. Integrate additional Payment gate way Pat tab into the web and app. Add additional 2 paid feature in the app one is about appreciation for people who do serve others for free a user can post a picture of that person and short description about what he did if number of voters exceeded 1000 the post listed for free for another month if the post didn’t get any thumps up get deleted after 30 days and if keep, the initiator can keep the radius and time based on the payment plans. The other about smart ideas one can issue the problem and ask for solution the contest stay open for one month and get participants comments no longer 200 characters for example. Second fix the app with more durable screens than the current one and add additional features since the app accommodate game need to have list of winners and detail about each game contest appear in the app itself. without the need to go to the site and make new feature like in Facebook send invitation message to nearby users to chat or start friendship or participate in the game this feature can be turned on or off from the app itself and send offers based on interests to people within radiuses chosen by the user. The game radiuses can be set for city or country or international and winners can collect points and those points replaced by value of dollars based on the following formula.
