Here are my responses to each of your requirements.
1 & 2 - I'm a person with strong bakcground in QA, so I have high attention to details. I carried out requirements review many times, and I know, what is necessary to build high quality software.
3 - Working as an consultant, I often gather requirements from clients. I know, that it reqiures good listening skills - you need to ask right quesetions in order to get valuable answers from key users.
4 - I've worked with different technologies, including Microsoft ones (.NET, MSSQL) and open source (java, MySQL/PostgreSQL) as well as php. I know something about other technologies like Sharepoint, Oracle, NoSQL, redis, Logstash, Mongo databases and some more, Maybe I'm not the best software developer, but I think my knowledge in this are should be sufficient to make basic desisions. In case I couldn't make it by myself, I know few high skilled software architects, who can I always ask for help.
5 - I'm familiar with Tortoise SVN or TFS versioning system. I've recently set up (another time) a bug tracking system (Mantis) for the project. I worked with Bugzilla but also used Sharepoint or TFS for bugs tracking.
6 - I know how to draw a Gantt using MS Project (or other open source tools), I did it many times before. I have PMI CAPM certificate which confirms these skills.
7 - When I worked as the head of QA department I ofthen interviewed people, so I have some experience in this field.
