fingerprint chick in check out system

we want a system for all subcontractors with there employees to check in and check out in site. with a raspberry pi system and a fingerscanner and display we want to check in and check out on site. we have different site's. all employees must be loaded in the system by import a xml file. we need to generate all kind of reports from the database. first the admin can addes different sites to the database. de admin can import all employees bij subcontractor afther he import all employees the employees get a code. the first time he will check in he can put 5 fingerprints to the system with his code afther he is registrated he can check in and out. the system collect all dates and times we can tell the system all guys how has worked more than 8 hours will have 1 hour brake. we can tell the system with document and certificates the guy have and when the expire date is. the system can tell us how many % of a subcontactors has the correct documents (from checked in list) the system can generate a overview of the working hours of a day, a week, a month. per guy, per subcontractor ore all subcontractors. if some one can help me to devellop this system i will write a complete consept.
