Voice calling - using Google Voice

We are looking for someone with skills in python, tensor flow, neural networks, chat bots, Google Voice assistant's API and google duplex. Someone with over all automation experience and capable of creating Web based applications with a database in the backhand and a dashboard with a querying system on the front end. We would like to have the ability for inbound callers to reach our "Assistant", the assistant will ask survey questions 10-20 and record the answers to the survey. Initial use is inbound with possible outbound once tested and proven.
