Design me pages for my new website. (No coding required)

Dear Freelancers, I hope all is well. I'm looking for someone/company to take on the design work for my Company Website. We will be launching hopefully within 2 weeks and require the site pages to be designed as jpegs, so my Developers can copy and upload. The site will have 18 departments which interlink and each will need its own colour scheme. The site will have one main 'Home Page' template, which will be copied for each department and only changing colours and text. Then other pages will be for information, payment, about us, profiles etc.. you can look at one department www. thetrusted agents. com, do a search on the bottom for W2 in postcode and it will bring up a list of clients, then you can click in and see more about the Branch and then the staff. Once I have accepted a freelancer you will send you over a very detailed description of the site/department and then I need you to design the pages in-according with the spec and functions. This is not an easy job of copy paste, but I will we reward the Freelancer that makes my site amazing. If your bidding please make sure you understand NO milestone will be paid until we have approved drafts of your work. I have posted this project as few times and only received rubbish work, so the cheapest bid wont be winning this time.
