Create a Project Management website

I am looking for a good web developer to build a project management website. This website will assist project managers trac their projects status, tasks lifecycle and communicate with workers. I am looking for a good developer that understands how to write a modular code that will be easy to maintain and add new features, dividing to layers so UI can be easily replaced. etc.. Advantage to freelancer with good UI sense. It is important for me that the chosen freelancer will be someone i can count on to finish this project in time. I have a detailed requierment document that will explain all this project needs and i will send it to those whom are interested.
