Build Chat for Website

Hi, I have bought a domain, and it has nothing on it. I am looking to have someone make it a chat site, so that people can register, sign in, chat, and Instant Message each other. I want it to be as SIMPLE to use as possible. I do not have much money to get this going, but will be making improvements to it from time to time as traffic increases and will use this person EXCLUSIVELY to do my updates. The cheapest bid will most likely win. Thanks
