Build Website for Community Postings

Yesterday I registered the domain name and purchased web hosting for three years. I thought I would be able to figure out how to build a basic website using their web builder software, but looks like I should take a class first, so I'm hoping to find someone who can do the work for me.... Description: This will be a website where people in the community can post with some capabilities similar to craigslist: with a picture and description. Then, people can respond to an email. There will be four categories for people to submit items. People will not be making purchases from this website, so I do not need to set up a payment option. I would like there to be a homepage with a logo and a brief description of the website (logo currently being designed) and the links to the four categories. I suppose there would need to be a link with basic rules and instructions and possibly disclaimer. I would also like to be able to list links to other supportive groups in the community, but this would be edited by myself as the website administrator. I would need full access to the web design for future editing purposes. To the winning bidder: in a few months I would like to hire you again to improve on basic ideas and begin other projects. I have many ideas, but it is difficult to find a quality web designer at an affordable price. Because this is a non-profit organization I would like to have full rights to the web design and content. I do not intend on sharing profits with anyone since this is a non-profit project.( even I will not get profits). Please let me know if you have further questions... Thanks!
