.htacess expert - need an .htaccess file created

Need someone who is an expert at creating .htaccess files. I need one created so that I can make my site work. It is media share software and requires this: Make sure the script .htaccess file is present in your installation. Make sure mod_rewrite is enabled in Apache. Make sure the AllowOverride directive is set to Yes for the location where the script is installed, in your web server's configuration. Placeholder bid. I will pay an hourly rate for this.
