video display with graphica overlay

have a remote monitoring application in which a camera would be positioned and display video to a display. These systems may have 1-4 cameras connected to it. While it is relatively straight forward to find analog cameras with video out the connect directly to a PC, it is difficult to find specific graphics overlay tools. While the project is application specific, it is quite straigth forward. I am trying to design a low cost system in which I am either thinking of an SBC or PC-104 form factor to receive the video inputs using Linux or WXpe.
