Before I jump in we need to talk about strategy. I can tell your plans are very ambitious, which means they must be deployed and tested in stages or you wind up disappointed, as you have. You need a development plan or you're headed for more trouble. You're packing too much in for stage 1.
I'm setting a milestone at 10%, $125 to analyze with you what you need and develop a plan that will work. I'll even do that informally without charge if you reach out to me and say I have a good chance at the full job in turn, without a guarantee.
If you continue after that, I'll deliver 90% of what you ask for the quoted price. There are always a few things that are impractical and it's better to say that in advance. AdAgency's latest is responsive by design so should be good for mobile. I'm more skeptical about OBgrabber, an extension with reviews from people who never reviewed anything else, a danger sign and they promise too much. Gantry is unlikely to be "more efficient" than Bootstrap 3.0. K2 is well-supported so likely a good choice. We probably need to find other solutions.
Lots of work to get to where you want but I'm not afraid of hard work.
