I see you reposted the same project, so here's my bid again, same price, same message.
Seeing as you are using go daddy as you hosting provider, and I'm going to assume it's a shared hosting plan, there's not much we can do in terms of decreasing load times.
One option that I always recommend especially for shared hosting users is to activate cloud flare, it really speeds things up, and handles all the magnification and caching issues.
Might need customisation, but it's your best bet.
Or you can always consider, in addition to using cloud flare or maybe google page speed service (same as cloud flare, just hosted by google), moving to a more professional hosting platform.
But I know it all depends on how much revenue the site is bringing when considering a hosting switch.
