Technical Writer Needed for Writing a Software/Website Proposal

I am looking for someone with **great written English** to write a proposal for a website. The responsibilities would be to read the RFP, propose a solution (we should discuss our technical offerings and abilities), work on an estimate of cost, and then write the formal proposal. It should be able to be completed by someone experienced in proposal writing in 2-3 hours. Note: The RFP is not well organized, but it contains everything you will need to know. You must have a very good knowledge of all general web technologies. A familiarity with mobile development would be a big plus. You should have experience in mapping out projects, flows, etc. I need the project completed within 24 hours, so I would like to hire someone very quickly. Please include with your bid a sample of a proposal which demonstrates your level of quality and that shows your style. **I will not consider bids without proven experience in proposal writing.** Due to the confidentiality of the projects, I will only send the RFP to writers who bid on the project and who I feel might be a good possible fit.
